The latest changes state:

 

Warcry (Legionnaire)

• Cooldown decreased from 24 seconds to 16 seconds

Counterstrike (Legionnaire)

• Cooldown decreased from 60 seconds to 45 seconds

 

but in the game the cooldowns are still 24 and 60 seconds, respectively. I don't think they're just an ability description issue, either. I tested Warcry today and the cooldown seemed to still be 24 seconds.
