I don't really feel the need for any references to the Shep trilogy in the form of character cameos (other references are fine by me I guess), but I wouldn't revolt over it. either.
But just to address one point you made, I'd suspect that being the Shadow Broker is exactly why she'd be better off staying in the Milky Way. At most she'd probably send some agents out there. To be honest what would make most sense to me is if the Broker's men eventually stopped taking orders from her, she's just not suited for the position at all. Can't be an underworld kingpin without being scary.

I've always wondered where that came from. I did watch a referenced youtube, but I thought I heard them say "familiar elements" rather than familiar faces, and IIRC, they then said something along the lines of you can interpret that however you wish.
If you have any sort of reference of them ever saying that familiar faces would appear, please share.

The big confirmation was that the MAKO will be back for the next game. This was somewhat expected—there would have been some outrage if it didn’t return—but it’s incredibly exciting to have confirmation. Also mentioned during the panel is that some familiar faces could return in the next game as well, which would be interesting.

Krogan live as long or longer than the Asari, so long as violence doesn't cut their lives short. (a rarity)
If there was a Milky Way sequel set 750 years after the events of Mass Effect 3, Liara, Grunt, and EDI (if not destroyed) could still be around. The rest would be dead.
On that note I'm now hoping that's the setting of the game after Andromeda. I'd love to see the series return to the Milky Way but jump forward several centuries in the timeline.

If there is a prologue scene that shows people leaving the Milky Way for Andromeda and features a few familiar faces (Hackitt ETC) seeing the project off but not partaking?
I'd be perfectly fine with that, it'd be an interesting in-game 'farewell scene'.
Otherwise? No. No familiar characters should be in the Andromeda Galaxy itself, no matter how much I like them (Grunt) or wish they were killable in every game (Liara). But as all squadmates can die, canonizing any events in the trilogy would be a major issue for Bioware. Best to avoid it all entirely.
