does armor penetration or sundering armor have an effect on rampage? if so, which is better?

How do you mean? The life steal? If so, I believe life steal is calculated off initial damage before enemy defenses, but I may be wrong.

Dragon rage is affected by armor. Dragons have lots of armor, mages not so much. Sunder is 20% armor reduction iirc.

NM dragon have 99 armor from what I've seen from fade.

Ah, brain dead moment... I forgot Rampage had a damage buff. I was just thinking it provided life steal and attack speed. *facepalm*
 
 
 
To the OP:
There was a topic I read some time ago about damage bonus versus armour penetration in this game, and it determined that armour penetration is generally worse than damage bonuses.
 
With that said, since the damage bonus comes after armour mitigation, it's only logical that debuffing armour will positively impact the benefits of Rampage. How much is obviously dependent on how much armour the target has. Dragons will see the most positive impact from sundering and amour penetration, Wraiths will see no benefit from it at all.
 
For reference, the damage formula:

base_damage * rand(0.95 to 1.05)

- armor * (1 - [armor_penetration + sunder])
* (ability_multiplier)
* (1 + critical_damage_bonus + flanking_bonus)
* (1 + attack_bonus + damage_multiplier + type_bonus)
