It shut down three years ago because it wasn't making enough money to justify the server upkeep.

Legends was shut down off facebook, they did however make a executable file that could be downloaded for free and played off your computer.

 

Like the facebook game, the official DLC page has gone but you can find it easily enough with a google search

I believe after it shut down they made a free downloadable version using Adobe Air. It looks like the official http://www.dragonagelegends.com/site doesn't exist any longer but there might be other sites that have a mirror of the download.
