Looking for the last piece of the key, opened every grave, killed the demons that popped out, and proceeded to circle around the entire area about 15 more times, not finding a single thing. Is this a known quest bug and am I just out of luck?

If I am not wrong the pieces are not random drop, so it's possible that you missed some tomb/corpse lot. If I remember well there are 4 burial mounds in that area, each one with some grave, and in 3 of the 4 mounds there is 1 of the tombs which allows you to loot one of the key fragments.
