So. I just played in a lobby on xbox one where an Arcane Warrior was casting barrier and using elemental barrage. Something is very wrong with this.

It was probably the effect of a rare staff

That allows you to cast barrier(Keeper style) AND elemental barrage? I wont believe unless i see a picture of the weapon description

I highly doubt its an effect on a new weapon

theres been talks of a glitch that's been merging two  class...skill trees this happens randomly from what I am told and the only way to fix it is to promote, it may not be that persons fault, and since there's no way to fix it besides promoting might as well have fun with it

Not sure its intentional. I've never seen this first hand but I've seen video on a friend's activity feed where a Necro was using the Reaver's "Rampage" and another where an alchemist or something without chain lightning was able to use chain lightning. 

 

Before seeing the above videos I had heard from a PUG that his Assassin once had charging bull.
