I just recieved a Staff of the Void, a level 11 unique staff with the following stats:

38 Electric Damage
62dps
+2% attack
+2% crit chance
10% chance Walking Fortress

I have recieved this staff multiple times before, but as a level 20 item with significantly better stats. So... is this a common issue or am I missing something here?

To further explain, Bioware added low level variants of some unique weapons, helping to diversify the drop pool for low level players (who dont yet have the high level variants).
