I don't play her much but I'd reduce the mana cost of blizzard to 1.5 mana/s, its damage to 30% wep dmg (same for upgrade) and fix the ice armor bug
She's mainly a controller anyway (ice mine, horror, blizzard, flashfire)
If anyone enjoys playing as her, then no, she is not.
Additionally, every Sidony-lover I usually play with, absolutely destroys things. It's my observation that people who play seriously Necro are usually pretty good with her, like most "indirect", a little more complicated chars.
Just to say I have an entirely opposite perception of this character than you do, which is kind of weird. Are you sure you didn't get into a bunch of matches with a few bad apples just there?

Horror with GS is pretty good tbh, but that's pretty much all she's good for. The elementalist offers Ice Mine but barrier as well, which is why I much prefer the ele as a CC
Walking Bomb gives crazy AOE deeps o.o
I love the Necromancer.
She is great for crowd control.
Although she is not so great for dragons.

i wouldnt bother using anything other than the reaver on nightmare/heartbreaker.
i wouldnt be against a buff tho.
The necro happens to be my favorite mage. You don't need barrier if you're any good at spirit marking. I've died a dozen times in a match and had 0 downtime. Virulence Freeze spreading and Walking bomb chain explosions can demolish anything. Plus, spirit marking revenants is amazing.
Yup the Necro is tricky , you should know how , when and where to use her abilities , it's not a smash buttons such as AW so yeah , some people may dislike her .
To be honest I started to have real fun with her after finding Courtnehh's Virulence build , it makes me laugh when a entire crowd of enemies get freeze or start to burn .
The Necro is my favorite character. I have promoted her 86 times.
That being said, I haven't tried her in these new difficulties yet (but that is mostly because my Willpower is crazy high and I am focusing on the other two stats).
Eventually I will give it a try and see if I can get her to work well on Nightmare at least.

try changing up your play style I have seen players do some amazing things with the necro..... It is not my first choice to play but it is a solid class, its ability to do AoE damage and capture the enemies is amazing the only thing I have not seen taken over is a boss... so sky is about the limit. just read what the skills do and come up with a game plan

Poor Necro. 
She's not so bad, pretty sure she'd look better if there wasn't that awful hat situation happening on her head.
Easiest character in the game to self revive with by far - even from beyond the fade - makes things easier for those of us whose core play style involves getting knocked down every 5 seconds. THINK OF THE DUELIST AVENGER SYNERGY!!!1
