Cortez' arc was at least about him moving on after his husband's death and finding something/someone else to live for. Traynor's is literally just "Hey! I'm lesbian! Wanna f*** in the shower?" and toothbrushes.

Steve's backstory is both death of the husband and love of flying. They weren't mixed very well, but they're two distinct parts. While Samantha's history is completely downplayed (in fact, without the Citadel DLC, you can play through her quest and never now), Steve is separated.
I'm okay with Steve. It felt like two separate characters mashed together, but I didn't see the seams until I looked harder. The romance was downplayed, but that was true of all the non-squaddie mances.
Unfortunately 90% of the people who played ME3 never knew about Steve's love of flying. It was all about his relationship. Granted it had to do with the Collectors and loss because of the war which was the theme, but then Shepard never experiences any loss throughout the entire story until Thessia, and that wasn't a personal loss either, and then there's two minutes of moping and anger by some players. Shepard is tougher than Superman. It's why this doesn't resonate with players.
Now I liked Steve. I played femShep, and she helped him.
One of Samantha's first encounters had to do with how sexy EDI's voice was and pretty much announcing I'm gay. Never mind she was a good character. Then femShep almost got ninjamanced by Samantha.
Bioware and video games are not known for subtlety. They're known for beating you over the head with a two by four about things. This is not a high budget TV series on HBO, or a well written novel where characters are well developed.
