1) Grab a sharp point object, like a razer blade or a steak knife.
2) look at your arm and hand.
3) take said sharp object and proceeded to cut from the end of your hand to your elbow.
4) if you make it to your elbow with out dying, you will magically figure out the tactics menu.
5) if you die, simply click the restart button that pops up after you black out.

There are simple things to keep in mind..like if you press H (for making your party hold) they won't activate their tactics..

You're essentially customizing the combat AI of your party members while you aren't directly controlling them. To do this you are setting the order of importance (Top being most important and bottom being least important). They are a set of conditions and what to do if the conditions are met (In the programming world they are called if statements).
Party members will try to execute them by order of importance. If the top condition is not met it will not execute so it will try to execute number 2. If the second condition is not met, it will go to number 3. Etc, until all conditions have attempted to be met. Once one executes, however, it will start from the beginning, trying to execute the first one, second one, third, etc.
To program it, first you need to set a condition. For instance, I always have the very last condition in my tactics menu to be....
Enemy is target of the party member I am controllng. And the result is 'Attack'.
Meaning if none of the conditions I set are met above the last tactic slot, they will just do standard attacks to the target I am currently attacking.
Another one I use is on my mage. I set the number 1 condition to
Party Member: Health < 50 %
And I set the result to cast heal.
If you played Final Fantasy 12 then this is essentially the gambit system they implemented.
Now I am, of course, assuming that you are not trolling and trying to be a nice guy. I can see where someone would not have a background in programming and has no want to attempt programming. It's true if you have a basic understanding of programming it comes natural.
Why do I use it? So that I don't have to constantly micromanage my party members and they have some form of AI so they can complete a small-scale battle without my aid.

If things that are self explanatory are too hard for you you could alway micromanage by pausing the combat.
Heres a example for you. Characters get hurt (ya it happens once and a while) on the left side you would choose the Health <% on the right side you would set "use health potion" when that characters health falls below that percentage they will use a health pot.
You would use the tactics if dont want to have to pause after every character does a action and keep the combat flowing a little.
No that thats out the way try to act like a freaking mature person instead of YELLING AND SCREAMNING POUNDING YOUR FEET AND THROWING A TEMPER TANTRUM BECAUSE YOU
CAN NOT FIGURE SOMETHING OUT!!!!!!!!!!!!!!!!!!!

Damn, makes me wonder how all of us have managed to figure it out and ARE playing the game ... and enjoying it.
The tactics screen is pretty self-explanatory if you ask me.
I would venture to say that most of us only looked at the instructions as an after-thought.
The instructions are in the manual, you might try reading it ... though you may have some trouble with the lower case letters.

This is what I don't understand about the OP's complaints - it all seems very self-explanatory.
This system does actually sound very similiar to the FFXII Gambit system, where situational macros can be used during combat. Situatonal, in the fact that they will only trigger during specific conditions while (party members) not under your control. Kinda like a macro system without the annoying command input. And funnily enough, that game was also largely compared to that of an offline-MMO.
This is what the manual speaks to me, and I havent even played the game yet.
