I bought DA:I on the playstation network and I saw that if you bought dlc on the last gen system it would be free, so my question is would that also apply if you buy the game on last gen?

I'm not sure I understand your question fully, but just in case you didn't know, you will not be able to play any future released DLC on last gen.

Sadly, no. If you bought Spoils of the Avvar or Jaws of Hakkon that's Free to download. But you still need to purchase a current gen version of the base game.

No, you have to repurchase the game to play it on new gen. Also only DLC's transfer, if you have deluxe edition on PS3 you still have to purchase deluxe edition in new gen console as well if you want it, it won't transfer. So only your saves and DLC's will transfer.
