So, I'm rebuilding a new manifest, and I'd like to unlock all of the uncommon level gear bonuses and weapon mods. The weapons and characters at that level came pretty easily, but the other stuff isn't coming along so well. I've been buying Veteran Packs, which brought the weapons and characters along pretty swiftly. At this point, though, they seem to favor Level 3 consumables over the weapon mods and gear bonuses.
Does anyone know if Spectre or Arsenal Packs would be more reliable for the uncommon non-consumables, or are uncommon slots from all packs equally likely to produce them?

Veteran packs do ensure an uncommon or a rare(very rare to get with Veteran packs). But Veteran packs are unreliable for Uncommons since you are only guaranteed one uncommon and that can be from any category. I would go for Spectre Packs, personally, or Arsenal packs. Uncommons are more of a pain than Rares.

The uncommon weapon mods and gear drop reliably from Spectre Packs. You need to go by the weapons mostly, max them at one grade and then move to the next pack up the scale.

Recruit until you max Common weapons
Veteran until you max Uncommon weapons
Spectre for mods/gear
sprinkle in the 99K packs to hope for a powerful character or UR weapon to bootstrap your progress

Thanks, guys. The first time up, I was playing Bronze and buying Arsenal Packs. Now I'm savoring the uncommons playing Gold. On to Spectre Packs! Well, once I get back from Canada. Saving the galaxy has been interrupted by long strolls around Victoria.
