I don't know, Seheron was a human Island and they have a large settlement in Rivain.I'd bet that the Qun attracts more elves than humans, since the former typically gets dealt a worse hand in general society.
Saying that qunari are more prone to Qun than humans is like saying that arabs are more prone to Islam. If humans were born in Qun 99% of them would stay in Qun.

I always assumed everyone treated pretty much "equal" as equal you can expect from society with no personal freedom. But other species are not bread only true grey ones qunari.
