I'm, of course, thinking of Morrigan and Kieran.
Could she transform? And, if so, would the mother's magic automatically transform the fetus into the animal equivalent plus the appropriate gestation period? What about animals that lay eggs?
What about the swarm of wasps form?
These are important questions and we can only hope future quests will be dedicated to anwering them.
I would assume yes, they can shapeshift whilst pregnant, however, I would also expect that the fetus would be either harmed (and would be born either deformed or have aspects of the animal(s) that the mother undertook whilst pregnant; such as scales, a tail, cat like eyes, a forked tongue et cetera), or outright killed in the process.
Probably depends on what stage her pregnancy is at. Morrigan transforms into a dog after the dark ritual is done, to hang out near Sten in the post-game celebration at the Ferelden imperial palace. Most players don't realize it's her, but if you tell her to sod off instead of doing the ritual she turns into the same dog seen at the celebration. Guess she didn't want to miss the celebration, even if she was subtle about her presence and didn't want anyone to know it was her.

She can still transform in gameplay too, not that it counts much thanks to gameplay and story segregation. Then again, that is after about a day or 2, when her "child" is still about 8 individual cells floating around in her uterus. If she did it any later in the pregnancy, perhaps Kieran would have had dog ears and a tail

It does seem strange for there to be a random dog in the throne room (not even a a mabari) but it could just be that. One random mutt.

We know Morrigan can be surprisingly sentimental. We know she's a shape shifter. We know she has that exact dog form as one of the forms she knows how to turn into. We know that, for a Warden that was at least high approval with her, she would likely want to at least see you one last time before she left for good and the celebration is the perfect time for doing so. And we know that the dog does look very out of place. And the dog is near Sten, one of the few people she could actually kinda tolerate out of the whole party, so he'd be the most likely person she'd hang out near (she's also in the same room as Sten is in at Eamon's estate during the Landsmeet, so there's precedent for him being the one she'll hang out near if she has a choice). And the mabari always liked her, and he just happens to be hanging out near that out-of-place mutt (he probably knew it was her due to scent).
That many facts together make it rather difficult to argue it's merely a coincidence.
