For a contest like this, maybe the prize should have simply been having your gear in the game? Then anyone could participate.
It also has to do with intellectual property rights and laws - which, in this case would be a unique description and story for the item. These laws are different across the nations.

I'm not an expert in this, but couldn't they just say "If you submit an entry, you agree to forfeit the description's IP", maybe? Not in those words, obviously. Aren't you forfeiting it anyway, having it go in EA's franchise?
Being an artist who either regularly has to deal with issues of stolen art (or having friends who do) I'd say that intellectual property (especially IP on derivative works) rights right now are a big mess, therefore it's likely safer even for as big company as EA to not make this contest international.

I was under the impression that it had less to do with IP laws and more to do with laws about running contests like this in different countries (+Quebec), especially where prizes are concerned.

Unfortunately we can only use stats from the list, which has no masterwork-style effects. I hope they add something like that as a masterwork if a new DLC adds new materials.

I just typed my entry into the body of the e-mail. That strikes me as a lot easier than writing a separate file.
To be honest, I probably went above and beyond. I had 11 entries and, yes, I put them each onto their own word document and also included my name, DOB, and email address in each document. I then copy-pasted the documents' contents both into the body of each if the 11 emails I sent and attached the separate document file to each corresponding email.
I almost got paranoid enough to convert the documents into actual plain text files, but doing that made each paragraph of backstory into one gigantic sentence that you had to left-right scroll to read. I figured there's no way anyone wanted to read something in that format, so I hope a simple docx word document is fine and that it didn't need to be awful old-school HTML file-writing notepad text documents because... ew.

- Permaflame: All enemies around you are constantly burning and you have 25% bonus resistance to fire and
you gain 25% bonus fire damage.
- Fire Enchanted: All weapon attacks deal Fire Damage
- Guardian Spirit: Blocks one melee attach every 30 seconds.
- Enhanced Basic Attacks: The end of your attack now drops 3 Electric glyphs in an area around you.
Backstory: The legend of The Shepard is told throughout Thedas, typically being shared by traveling bards over the
course of several nights. It is the tale of a hero, know only as The Shepard, who receives a warning of an ancient
evil preparing to invade. Recruiting a skilled and colorful band of companions, they adventure to many land on the
good ship Normandy, before ultimately defeating their adversaries. Beyond these events, the legend varies according
to the bard reciting it. The Shepard may be a man or woman, taking several companions or faithful to their one true
love, and their adventures limited only by the imagination of the storyteller. Each bard takes pride in telling a
tale unique to each audience.
Made of a strange, unidentifiable metal, the amulet glows with a strange blue magic. According to several versions of
the legend, it descended from the sky on a pillar of fire and was presented to The Shepard by their paramour before the
final confrontation. All attempts verify the authenticity of the artifact have resulted in raging debates between
academics, as each attempts to justify their own version of the tale. Coupled with the unsettling tendency of the
amulet to set its surroundings ablaze, all further debate concerning it has been banned in public forums.

Yeah, winners are supposed to be notified via email tomorrow-ish: "On or about July 29, 2015, three (3) potential winners will be determined and notified by an email sent to the email address specified on the Contest Entry". How long after that before they're officially announced to the public, I dunno. Potential winners have 14 days to respond or forfeit the prize and someone else is chosen. So, potentially as long as two weeks before public reveal?
I've been on pins and needles since entry. *keens*
I know some posters already shared their entries, but I hope lots of people will post non-winning entries here when we find out who won. I won't be surprised if whoever wins is asked to stay quiet about their accepted item (and maybe all of their entries, not sure how it'll work out), but I'd love to kill some time while we wait for DLC news by reading other people's non-winning entries and sharing mine.
