For the background? Sure. If we're going to be on a very large ship/space station thing, then it would make sense to have some kids running around. However, I'm against them being a real part of the story. In the ME series, with one exception (Tabitha,) it hasn't been handled well. I can appreciate the metaphor that they were going with when it came to the Kid/Catalyst, but they just beat...that...into...the...ground. I don't need a child character to be a reflection of the loss of innocence for an entire planet/galaxy.
I'm okay with children being around. I felt that DA:I wasn't as fleshed out as it could have been without them. A kid to ask a few questions of the player, or making comments about wanting to be whatever profession when they grew up would be welcome by me, to be honest. However, I don't want a child figure to be very central to the main story for the sake of manipulating feelings of the PC and of the players in such a manner. 
Also, I don't need a quest like Thane reconciling with his son 2.0. That was well done, but would be stale and tired if they did it again.
