I've got the Saber, only a Saber III, but I've literally never equipped it and was wondering if there's a generally-accepted kit that's decent to use it on. Pretty much open to anything, I was thinking maybe a Turian or Geth b/c of passives/HM, but again, I'm open.

I use it on almost everything. MM, DM and HM kits are the best choice for it.
But you don't have to restrict yourself to those. I use it heavily on HE, HSent, HSol, Saboteur, QFE and DA. Considering you only have it at level III, I think it may be a bit heavy for HSent and HE.
TGI is another good choice as overload + AR cloak is a very good combo for saber.

The gun hits hard, but has a low rate of fire, so it shines particularly with Marksman characters. It's also good with the TGI (obviously) and the geth engineer, since one Overload + a Saber shot is usually enough to kill a gold mook.
It's maybe still heavy at 3, but at 10 not so much, so actually it's quite a versatile weapon that can be used even on powers casters.

While ROF boost is never a bad thing, I'd say Saber benefits much more from accuracy boosts. It's just that they tend to come hand-in-hand.

As others have mentioned, you can get good use out of the Sabre on any character with a ROF increase.
Turian Ghost Infiltrator (TGI) is another obvious choice because of his +AR damage.
Asari Huntress Infiltrator is also a good Sabre user. Unlike most infiltrators, she doesn't get a +sniper or +weapon bonus, so you're not giving up anything by not using a sniper rifle on her. Thus the Sabre is a good fit. (As is the Claymore before those guys bite my head off.)
For hipster reasons, I also put the Sabre on the Volus Engineer -- Sabre Volus is to be feared!
When you're starting out, before you get good at headshots, I think the extended magazine on the Sabre is a good choice. The extra bullets mean you don't have to reload as often, so you can get into a good rhythm of shooting.
Finally, you may already have noticed this, but the Sabre has a fairly high stagger potential, especially when you headshot something. The stagger alone makes it a top-tier weapon because it both buys you time (enemies being staggered = enemies not shooting at you) and leads to more headshots (enemies being staggered = enemies about to get their domes exploded).

I run my GT currently as a Flamerless option; should I change it up since I now have a long-range weapon, you think?

It's pretty much whatever floats your boat. I'm not a huge fan of Flamer so I'd probably just go without it.

Well, since you asked:
This build is pretty fun. And I've never seen anyone else use it.
I very rarely use scopes on ARs, but in this case there's no reason not to. You don't really want extended mag when you can use Flamer to hide the reload instead (though you need to be able to keep count of your shots).
There aren't many things in this game more fun than setting your enemies on fire and then popping their heads off.

Any kit with Accuracy, RoF and/or to a lesser extent Stability bonuses is an excellent fit for the Saber.
Any kit that benefits highly from a stagger weapon is a good fit for the Saber, since Saber staggers most things, especially with headshots.
Any kit with a quick detonator (e.g. Throw) is a good fit for the Saber, since Saber applies ammo effects well.
Any kit with Overload, since Saber kills most unshielded mooks with one shot.
Any kit with a damage debuff, since the headshot damage becomes even more massive.
Any kit with a stagger power, since it makes headshots easy.

Yes, when you fire it at max rate of fire. HM accuracy bonus helps a lot.

All of the quarians make great use of it. Quarksman is a given because of marksman, he's essentially the best kit for it. For QME and QMI, 1 Arc grenade can result in headshots fer dayz with the area shield nuking. It works quite well for a zoning playstyle with the QFE and applies ammo well due to high proc chance (useful because of her lack of non-health combos). It is similarly good on QFI because of the ammo damage and proc chance (for the grenades and combos with sabotage Tech Vulnerability) and has good synergy with sabotage as well, both for setting up easy shots and because it can be cast seamlessly during the refire delay.
