Why didn't biotic Shepard end up at Jump Zero?

For some reason, the writers never considered that players might actually choose to play a biotic class. (Did the game play designers and story writers never talk to one another?)

So what can we do to:

1) explain Shepard's exposure to element zero for all backgrounds: colonist, spacer, earthborn

2) explain how Shepard received biotic training and implants while avoiding being shipped off to Jump Zero?

I figure for Spacer Shep we can assume that his/her mother worked in engineering and was exposed to element zero during an accident with the mass effect drive. Maybe Hannah Shepard also had enough connections to keep her child out of the reach of Canadix. But then, where did she get training? Where did she get implants?

For colonist Shep maybe their was an accident on Mindoir? Or maybe the accident was on earth and her family moved out to Mindoir when baby-Shep was still young, say 3-4 years old. This would give more time for the colony to be set up, but also allow colonist Shep to avoid the clutches of Canadix. But again: whence the training and amps?

For earthborn I'm not sure. Is earthborn Shep's canon birthplace Singapore? Did earthborn Shep wind up in an orphanage and no one noticed the kid's unusual abilities? This one is the toughest of all for me to figure out.

Well they must have talked to each other because I'm sure you can talk with Kaidan about being a biotic. I assumed that Shepard's powers manifested later in life, that's why he/she has an L3 whereas Kaidan has an L2 and why he/she got to skip that whole BAaT thing.

Yeah, this has bugged me too.

Anyway, Shep's canonically 3-4 years younger than Kaidan in ME1 (Kaidan is 32 while Shep is 28-29, iirc), so there was a lower chance of him/her ending up in BAaT.

As for specific backgrounds, Colonist Shep had the whole Mindoir attack thing (which happened 13 years before ME1, so when Shep was 15-16), so I don't think that the Alliance would've allowed survivors of the attack to be sent to BAaT, regardless of their potential biotic ability.  There is a good chance that Shep's parents moved to Mindoir when his/her mom was pregnant and had been exposed to eezo before the move, so it's not exactly strange.

Spacer Shep is actually more likely to be a biotic than Colonist Shep and is possibly on par with Earthborn Shep.  What you described as a possible scenario, OP, is the most probable way Shep could've been exposed to eezo in the womb.  As for how Shep avoided being sent to BAaT, I'd assume it'd have more to do with the fact that he was a military kid than anything.  Conatix was the one tracking down those with biotic ability, so a kid who spends the majority of his life in space would be extremely hard to track down.  As Kaidan said, it was hard for Conatix to track down accidentals.

As for Earthborn Shep, Singapore wasn't the only place where people were exposed to eezo, it was just the most notable location.  Besides, Shep's parents could've simply been visiting Singapore when they were exposed, so Shep doesn't have to be from Singapore to be a biotic.  And since Earthborn Shep was an orphan, it would've been nearly impossible for Conatix to track him/her down.

As for the training, I'd assume that the Alliance would've handled most of Shep's training.  Most human biotics end up in the Alliance young, and many stay in the Alliance for life.  Kaidan was about 17 when BAaT was shut down (Shep being around 13-14), so it's not like they had been around for a while.

@Lumix19:  Really?  I don't remember there being a convo where you could talk to Kaidan about being a biotic....

Because Shepard was detected as a biotic three years after Kaidan killed Vyrnnus and BaAt was shut down.

Probably not, it's been a while since I've played. I know for certain he makes a mention about your L3 but perhaps that's the extent of the reference. ME3 he mentions floating as well if recall.

OK, I was just going through the wikia timeline and saw that Shepard was "officially detected as a biotic and fitted with L3 implants" in 2171. So it is not until age 17 that she is "officially detected." I am not sure what that means. She then joins the Alliance the following year, 2172 on her birthday. Also, Shepard received a "secondary exposure to element zero" in 2168. Does that mean nothing was manifest until after the secondary exposure? Why was that added? Also, how did she get this secondary exposure? And what is a secondary exposure? A second exposure? Or what?

I'll say what works for my Earthborn... he was living on the streets from early on. And it wasn't until his early teens that it developed. And then he used a "ghetto" form of amplifying his powers by getting hooked on Red Sand for awhile. His girlfriend OD'ed from it, so he quit himself... and decided to turn over a new leaf and join the Alliance. Which also helped with his biotic training.

That also works for my Earthborn story above. Maybe his gang was smuggling the stuff and he fell into contact with Eezo. It could work just as well for Spacer or Colonist too.

Here is what I came up with:

Hannah Shepard was part of the engineering team on the SSV Benares in 2153 when an accident occurred involving the drive core which leaked element zero into the engineering compartment. While not enough to cause ill-effects to the crew, Hannah’s unborn child, who was only a few weeks old at the time, internalized some of the that eezo which later allowed her to develop biotic abilities. These biotic abilities did not manifest themselves, however, until after Cat was exposed to raw element zero a second time while visiting a colony world with her mother in 2168. A transport ship crashed near the colony spewing eezo into the atmosphere. Although Cat quickly became aware of her newly manifest biotic talents, her mother tried to keep Cat’s abilities secret lest Cat be taken away from her. That worked for three years until Cat was 17 when she was finally detected and fitted with L3 implants.

On her birthday, Aprll 11, 2172, Cat joined the Alliance Navy where she would receive both biotic and combat training. She had always excelled in school and had some of the highest qualifying scores of any applicant to the Alliance Academy ever. She enrolled in the Academy shortly after joining the Alliance where she then received most of her basic biotic and tactical training. Cat graduated from the Academy at the top of her class in 2176.

He notes that you are L3 biotic or something similar. This is a video I found with quick search. Nothing game changing.

There's a detailed discussion about the subject in ME-wiki. But I think that it's much more simple than that. Making the PC L2 was a tricky thing, because - complications, you know. Gameplay-wise they'd either have to ignore the matter or write the whole new dialogues and events. Those who've played DA2 as a mage should have the basic idea of what it looks like. It's the choice between 'of-a-sudden-L3 Shep' and 'no-complications-at-all-L2 Shep'.
