I'm a bit of a weirdo in this aspect, as I can't stand horror movies, but I love horror games. Sadly, this genre of video game is severly lacking, and often when I ask people their opinion on horror games, they tend to come up with the same titles over and over again, usually games like Resident Evil, Silent Hill and Dead Space.
By and large, the scariest games I have ever played were all developed by Monolith Studios:
Condemned: Criminal Origins
Condemned 2: Bloodshot
F.E.A.R
F.E.A.R.: Extraction point
F.E.A.R.: Perseus Mandate
F.E.A.R. 2: Project Origin
The developers at Monolith have perfectly captured the essences that maximize terror potential from a first-person perspective. They've mastered the art of sound manipulation, minimizing background music in exchange for louder ambient sound, things like surface dependant footfalls, the quiet hum of a flickering overhead light, the scurrying of bugs across the floor. From a visual aspect, they use hallucinations in some of their games, and they do it so well. Consider the Mannequins from Condemned, if you've ever played it. Or in F.E.A.R., the apparition of young Alma slowly walking toward you from across the hall, then suddenly zipping forward instantly before all the lights go out. Best of all, they don't incorporate stupid puzzles into their games like Resident Evil or Silent Hill does.
I wonder how BioWare would develop a horror game, if they ever got the interest.

I haven't played any of the FEAR games myself, I don't really like scary games, but the scariest one I've ever played is Penumbra: Black Plague, if you like scary games, you really should try it. It's very psychological, don't expect a shooter or anything like that though.

Resident evil for the ps1,think i was like 8 when it was released,the sounds of the zombies knowing they were close,the fact that they were so slow made it even worse to.

FEAR and SS2 were both good. The original FEAR was much better scare wise than the expansions or the sequel. A few parts of Half Life were pretty good for a scare as well.

You found that the F.E.A.R. expansions weren't as scary as the original game? See, I personally found that F.E.A.R.: Perseus Mandate was the scariest one. That version *terrified* me at certain points.

Scratches is a fun and creepy game. there's no horror or gore but a great atmosphere with some nice moments to make you jump

Dead Space was a huge disappointment in terms of fright factor. After 15 minutes of playtime, it was so incredibly predictable to the point of disappointment.

Fallout 1 or 2. You never know when an enemy is going to pop out his SMG and make a 300 damage critical hit to death and worse. Well, about 10 minutes ago, I insta-killed the Modoc Deathclaw with an SMG. 264 damage, level 8
