Still in disbelief you say Silent Hill 1 wasnt scary. It scared the Sh*% out of me, not in just terms of the jumpy factor, but there were literally parts that bothered me and gave me nightmares. Dead Space i thought was great for the adrenaline factor of can i get thru this part. Not to mention the whole religous cult thing, i dunno about you guys but imo Cults are very very scary. Resident Evil 2 has a place in top games for me because it was the first game of it's kind i played and loved how it made me jump and even spill stuff at times lol.

SILENT HILL!!!!!!!!! omg that game is so scary that I have to stop and takes brakes! Plus play with headphones at night then go to bed afterword crap screw with you're mined..

The only game that's ever managed to scare me is Doom. Play that when you're only 10 years old and you're gonna have nightmares for a while. I don't think my mother ever forgave my uncle for letting me play that.
I've tried playing other scary games since then, but they don't have the same effect.

Silent hill 2 wipes the floor with everyone.
I wouldn't count a game scary if it just makes you jump because something gets up in the screen that you don't expect.
It's the true feeling of fear, it puts you on the edge the whole game, the mood and all. Which Silent hill 2 gives.
F.E.A.R also put chills down my spine a few times.
Same with Condemned

Aliens vs Predator (1&2)...sceriest atmosphere when it comes to FPS shooters. And the new one could be scary as ******-my-pants...these games look better and better...

Beyond the Beyond... or Vay. Kasumi Ninja was also terrifying. 
As for games that are actually frightening and not merely so awful they scare me, I have to second Silent Hill and Silent Hill 2. The former was great at shock scares. The latter was not as blunt, but in many ways creepier than the original on a deeper, psychological level.
Another game I found scary despite its mediocre graphics was Clock Tower.
