Against the Geth, decoy feels like cheating. Brings back not-so-fond memories of the FBWGG times.
Against the other factions, it's a little more hit and miss, depending on placement and timing. But still very enjoyable when Phantoms in particular get lured.

Exploding shock decoy still works pretty well if you stick it in a bunch of Cannibals, or use it to block a doorway.

Well...reapers are the worst faction for decoy. So, I'm not surprised you had underwhelming results.

In my opinion Decoy is totally underappreciated. I think it's party because it doesn't work the way people want it to work, i.e. it doesn't just suck all the nearby enemies to it, but more importantly, it's because it helps the team more than its user, so it's difficult to evaluate its effect.
It certainly isn't a great power in a sense that it doesn't directly help you kill enemies any faster, but when used smartly, it draws a lot of fire against every faction (yes, even reapers), making things much easier for the entire team. It's very helpful against some of the nasties enemies in the game like Phantoms, Hunters, Marauders, Rocket Troopers and Collector Captains, making it particularly useful in laggy games. It also often makes objectives (escorts, devices) much easier.
In a way Decoy's usefulness is inversely proportional to the overall power level of the team. If the team is roflstomping the enemy with fully equipped Raider GIs and Hurricane Tsols and grenade-spamming Drellguards, then sure, it's not needed for anything - but it's when things aren't going so well that it shows its value. It's great in PUG games or when a bunch of friends wants to try out weird builds and weapons they aren't used to.
Decoy has a great return of investment if you stop at level 3, and has diminishing returns thereafter (unlike suicide Drone, which I always have at lvl 5 or 6).
In terms of effectiveness, it makes all Geth stupid (tralalalala, stagger me now, flashlight
), it works well against Derperus and is of limited use against Collectors and Reapers (still, better that the Phaeston MLXXX shoots at the Decoy than you). It has one excellent application against Reapers, though. If the Banshee puts up her hand of denial, you can cast a Decoy right next to her and she'll switch to her AoE melee attack and thus become once more vulnerable to powers.
While a little hit-and-miss on UUG, it is a very good power for UUP, due to the mixed enemies (and for solos, too). It helps a lot in the 3 toughest situations on Plat - waves 8 and 10 Collectors and any wave against Geth. That is why I run my Salarian Engie with a 63656 build.

I feel like this is backwards. If you only take Decoy to level three, the only use it has is to distract enemies, and that usefulness is very faction-dependent. If you take it to six, though, it's always useful - even if enemies aren't shooting at it, it still shocks and damages them.

I may have do some tests on that. Yet, back then, I found the radius of the Shock too small and given that the Decoy is stationary, not mobile like the drone, I didn't like the trade-off. Perhaps there is some comparative bias going on. I do feel I get by quite fine with it at level 3, though, and I am used to having my fully evolved Fitness (it reaches exactly the magic number for Gold Phantoms
).
Maybe the benefit of rank 5 is that once it shocks them, you don't need to get out of Line-of-Sight, so that they acquire it as a target, but a bit more conscious positioning should take care of that issue just as well. Or perhaps, that will allow you to play more aggressively and spend lees time maneuvering and more time killing. Hmmm, more data needed...

There is only a one in four chance you will get Geth. Definitely worth 6 points for 3 ranks but the 15 points for the last 3 ranks can be better used elsewhere.

Shock evo doesn't care what faction you're fighting.
I also haven't found Fitness on him to be particularly useful - between Shock Decoy, Energy Drain, the Incinerate dance, and a Scorpion, I can usually keep enemies stunlocked long enough to avoid getting shot.
