Ok so I promoted Korbin the Legionairre, but for some reason the abilities I unlocked didn't reset and now I've unlocked every single ability on both skill sets. Is this intended? Seems a little unbalanced.

People have reported a similar bug with him, did you by any chance use the proving grounds when this occurred?

It happened to me too.
I entered proving grounds with Isabela, completed the run, them I select the Lego and change his Armor. I don't remember when exactly he changed, but this is what I remember I did before I notice the bug.
My Lego went from 20 to 3, all skill the same. I levelled him normal, and when he became 20, in fact he was 37.
That was a good day.
