I think he could be a valuable in game scientific resource. Think of him as a Mordin type character, but instead of a military intelligence services operative turned doctor, he is a fugitive sex offender on the run from quarian authorities (his loyalty mission would deal with this), with a self claimed background in serology. If they actually got thundertactics to do the voice for his in game character, he could also double as a scientific advisor.
he's already sort of appeared (indirectly) in ME3 through a reference in the Citadel DLC, but I think he deserves a bigger role in ME:A. Thoughts?

This could actually be a really amusing easter egg. Imagine a salarian scientist, a real one, trying to manage some biological issue with the quarian population in Andromeda and rambling on about the differentiation and complexity of their sweat composition ... and being a little too enthusiastic about it.
