Firstly, I must say I've never done such things. Well, the exception was Dragon Age Toolset, but that's all.

I've got inspired by all those mods people are creating now, and I'd happily make something myself, but here's the problem: I can't make mods, because I don't know, how.

Right now I'm talking about changing textures or creating some new models, like new hairstyles. I've heard that it's quite difficult to mod a game based on Frostbite, but as far as it's possible, I'm willing to try. So the only question is - how? Are there any tutorials, advices etc. that can help? Are there any modders? I will be grateful for any help.

And sorry, if this is a wrong place to ask.

Head on over to the forum for the Dragon Age: Inquisition Modding Tools. To get started have a look at this FAQ for installing the actual program you need. Once you do that there are several tutorials available.

Once you've installed the modding tool and got it all set, I do suggest that you take the time to simply browse around the files, see what's there, how they are arranged, and so on; then dive into the tutorials and go nuts.

I wanted to try some modding this weekend too. But as it turns out, the latest version of modding tool is incompatible with the latest patch :(

There are instructions in the FAQ about downgrading in patches if you want to try that.
