Like actual modding in ME:A (or any upcoming title for that matter).

I know this does not depend 100% on BioWare since they use DICE's engine, but modding is becoming a very important part in games these days. Look in what Skyrim became: quite possible the most popular game for modding, with almost endless possibilities when it come to mods.

ME or DA always had a tiny modding community because there's zero support for it. The typical texture replacers for a few items / characters, and that's about it. And all of that using texmod, a pain in the backside since it's just a "loader" not an actual mod manager.

Was this talked about in the past? Had BW thought about it? What does EA has to say? Will we ever get mod support for BW games?

Dragon Age: Origins fully supported modding, but the difference between that and any BioWare game after that is the inclusion of middleware during developing.  The logic behind them using middleware is that they use software designed by people that specialize in that area and don't have to try and make something that good. So until Dice creates their own versions of all that middleware software I highly doubt you will see any BioWare (or even EA) title fully support mods.

The other catch is even though Dragon Age: Origins fully supported modding and BioWare even released a toolset for it, the modding community didn't embrace it the same was as a Bethesda game.  If you look at The Nexus Morrowwind has 50% more mods then Dragon Age: Origins, but was released two years after.  If they thought there was a bigger audience I could see them pushing harder for the inclusion of mods to the games, but I don't think its really there.

Since ME:A is frostbite game just like DAI I'd say that it'll be as or almost as hard to mod and Bioware probaply can't release tool kit either if they are using third party stuff again. So seems quite bad in term of modding I'd say.
