I think you're right, I have a better idea: Have a challenge or more, where if the player achieves a goal on the next playthrough he/she could play as a special race. And this changes the game a lot, Now that would be cool. Imagine playing as a Quarian / Turian / Even a friendly GETH etc. in the Campaign. Playing as a Geth would be hilarious if there is a flotilla encounter in the next game. 
Nope. Can't be Jack because of femShep. Can't be the VS either because of femShep. VS could be Ashley. Has to be Liara's kid.
Liara could have died in < 0.1% play throughs so those can get ignored.

Better idea, but unlikely to be more than cosmetic with a few altered lines here and there.

Why not just have the races available from the start? Why does a certain condition have to be met?

I'd rather have it be canon that Shepard has no children. A legacy storyline would be a awfully gimmicky, and while I realize you're talking about something optional, it seems like too much work for too little gain.

Considering that only male Shepard who has been with Ashley, Jack or Liara could possibly have offspring walking around I'd say it seems pretty obvious that Shepard without offspring is going to be canon. Otherwise it wouldn't be fair to everyone who played femShep or romanced an alien (other than Liara).
By reading this thread I am convinced that it is going to be unlikely, but I still hope one of Liara and Shep's biotic blue babies will be the protagonist. If this fails, I will be more than happy to play as Grunt, or a random human.

Besides what advantages are there for Bio to implement such an idea? Will it sell more copies of the game?
Waaaay to many variables, with all of the different characters, times all the different relationships, times male, female or gay........., the amount of extra gameplay that would have to be downloaded to cover all thesae senarios would be masive.
