I know that you unlock upgrades beyond 5 by importing an existing ME3 save. Does this only unlock them for that game or, if I went back to another character, or did a subsequent ME2 import, would they be unlocked for them too?

Only the new playthrough. Finding the weapon again will also give you 3 free levels.

So do the bad guys get more powerful too or is the playthrough that much easier with the upgrades?

Enemies stop leveling at level 60. Usually by the end of your first playthrough with a character imported from ME2 you will have reached level 60. On your next playthrough therefore the enemies will already be at their maximum even before you have upgraded a single weapon. The differences in weapon damage are not that large, however, between level 1 and level X. The most dramatic difference is in weapon weight which is what I am interested in.
There are other advantages to playing a NG+. One big advantage is having access to all the weapons right from the start. For instance, I like being able to use the Lancer right after landing on Mars. Other people may be pleased that they can use the Widow right away. Also, any armor sets or modifications you had in the original playthrough will be available once you can get to an armor locker on the Normandy. This would allow you to, for instance, use the armor you won in the Armax Arena right after the Mars mission.
If you have dinner with Kelly in ME2, buy the Prejack Paddle Fish on Illium, then meet Kelly in ME3 she will give you your fish back, including the Prejack Paddle Fish. In a NG+ this will result in you getting an upgrade that will allow you to increase either your power damage or your weapon damage by 10%.

I'm pretty sure I've got the Prejack on the save I was thinking of running to NG+ but I shall check to make sure ![]()
Got one more ME2 import to run first, though...
