Edit: it's still easy to infer that you wrote 90% the first time around. L2edit, at least! :P

No it isn't. Saying a maximum of 100% might at first seem silly and an obvious sign of a shoddy ninja edit, but one has to add such a qualifier for a game whose mechanics are so hokey that one can get 160% DR and become functionally invincible, or 110% accuracy and then have their spread/bloom pattern start becoming less accurate.....

unless you can get above 100% armor sundering and have bullets actually start doing extra damage to armor.......which honestly wouldn't surprise me given the state of most mechanics in this broken game.

Haha nah, that doesn't happen. However, I was more refering to this:

 

 

putting APIV ammo on any weapon will give you the maximum value that you can attain at all times regardless of any other mods

bah, I can't be bothered to edit it. The ingame description is obviously wrong and no one is going to bother and test it to disprove me anyway.
