I'm not entirely certain I know what you are asking.  But I hope this answers your questions.

You can disable an ability in one of three ways.

1)  Disable it in the tactics menu.  There are three options for every tactic.  Preferred, Enabled, Disabled.  Set to disabled and they won't use it.

2)  Remove it from the bars.  There are only 8 slots.  If you don't want your companion from using an ability, just make sure it's not on one of the 8 slots.  They won't use a skill if it's not there.

3)  Retrain your skills.  As Spoonman pointed out, you can buy an amulet that will let you retrain all your skills.

I know what he's talking about... sadly I can't help him.

When you use a controller instead of a keyboard (such as with a council instead of a comp) the interface doesn't allow (apparently, I never found one) for abilities to removed only replaced. At one point I had multiple copies of abilities on the... what the hell is that thing called? skill quad? ... because it was the only way to remove a skill I wanted nothing to do with.
