Weapon upgrades stats bugged or?

I've noticed something happening but I don't know when this started. Let's say I craft a grip, or haft or whatever I want. I make the upgrade let's say 17 constitution, however when I apply it to the weapon it only adds 16? I've noticed this with several upgrades, it's always 1 point off no matter what it is, be it attack%, crit chance, constitution etc. is this a bug or am I missing something here?

Probably the rounding up before you affix it to the weapon.   I think this was mentioned before.  

 

Months ago 8% HoK was being applied at 7% HoK on weapons.  Wasn't it something to do with not using top tier mats in all slots?

It's the rounding.

For instance tier 3 cotton gives 1.75% HoK. In a seven material slot that is like 12.25%. Six material slot is 10.5%. The tooltip round this in an odd manner. I don't think 1% rounded up or down is worth calling a bug though
