I have done 30+ NM dragon runs by now, and not one Hakkon yet.

Is this just really bad luck on my part, or is there maybe some restriction for getting Hakkons? (Promotions/total items/ etc) ?

Just bad luck, chance of the first one should be around 15%.

I seem to remember there is a minimum item threshold but it was super low. Like 500 800 or so. I'd have to dig to find it.

3. Changes to Unique Dragon Weapons (Perilous) and Hakkon Weapons Drop Rates

 

These special Dragon Drop items are now gated by your item score to prevent brand new Players for purposely (or accidentally) getting them and bypassing the majority of the progression of the game. The scores you have to pass are quite low (roughly 300/800 items respectively).

For me, I got my first one on my second dragon run. But it was the bow. And I don't like the hunter or archer much so it got salvaged so I can get back to the 15%. It's all luck.
