Oh man, I have to choose?! They are both so badass. If I really had to pick I guess I'd pick Aveline, because she commands the Kirkwall guard like a boss even after Hawke leaves.

If the relevant criterion is the number of people who have died as a consequence of her actions, I would say Andraste.
She did free the south and inspire an entire faith.

Andraste is a historical as well as a religious figure.
She was born, lived and died.
And in her life she inspired the army that brought the Imperium crumbling into the descent its being spiraling into ever since.
Not bad for a Fereldan truth be told.

Andraste was real the things with dubious existence are the Maker and everything she did out of the chant of light, but if you ask for actual women...I was talking about real women, not sure if a chantry fable counts, but of the ones i said, i think i pick cassandra.
There is many aspects to consider, on character development Cassandra wins, on intelligence I would pick Aveline (kicking Sebastian back to home even with the Inquisition sided with him has to have a merit) and on strength, well, they're close, but (I don't know if she can be fit on this since she's not so well developed) I would say that Tamar can actually lift both of them.

Depends because they are so many.
Morrigan is likely trained by Flemethyal, insinuates herself in the Empress' court, shapeshifts and has the gall to defy the Witch of the Wilds. And voiced by Claudia Black.
Flemethyal herself turns into a dragon (Morrigan may get that credit later but Flemeth did it first). Can seal parts of her soul, survives for that long through forbidden magic, could get slain by the Warden and still live...plus that armor!
Aveline is a tough as nails guardswoman whose not afraid to tackle a darkspawn to the ground and beat it to death with her own bare fists
Cassandra when she rescued the Divine, plus being a dragon huntress AND a Seeker
Leliana for her time in the Game, spymaster and assassin who could become a world changing religious figure
Vivienne just for being fabulous and fierce alone. Not many snap their fingers and turn someone into ice just for ruining their party.
Let's not forget the Warden, Hawke and the Inquisitor. One beats the Blight, another could, well, deal with the events of DA2 the way she did and the Inquisitor is the Herald of Andraste, sealing rifts, commanding the most powerful army and standing against Corypheus.
Would have to see a prequel game to get a glimpse of the real Andraste to figure her into the mix. For now I'll just vote Flemeth because it seems she's the most powerful of them at the moment.

Being honest, I don't think player's characters should be considered for this, I mean, they win regardless what.
Not necessarily. Kinda depends on how you RP them.
