Ignoring historical figures and Elven gods and concentrating on companions, there are different types of badassery. Cass and Aveline are amazing tanks, fixtures in my party and undoubtedly badass in terms of being the last one standing in a crazy fight, but:

Spoiler

One could also make a case for Morrigan, Vivienne, or Leliana. They can all have a massive influence on the broad sweep of events of Thedas as well as being handy in a fight. That's it's own form of badass. Cass falls into the influence category too, even if she wishes she didn't...

Taking only non-supernatural women in consideration, I'd say Cass just because she holds the title of both Hero of Orlais and Right Hand of Divine. The former title synonymously puts her on the same heroic pedestal as our protagonists i.e. Hero of Ferelden. Basically she's a really really big deal. Not that Aveline is not, but her achievements are comparatively more humble.

Flemeth. No contest.

Too bad she's dead. At least, I don't see a good way to re-interpret the DAI epilogue scene in any other way.

Well, one of her is dead. We know she is capable of making copies of herself in case someone would try to kill her, so she may have done that again.

You need to destroy her Xerox.

Cassandra, Aveline, Vivienne, Leliana, Morrigan can be classified as bad ass women.

But overall?

Flemeth, no question. I still think we haven't seen Flemeth's true potential.

If Urthemiel was that big and female dragons are bigger than males. How big is Razikale?

Well old gods aren't normal dragons in fact they technically even aren't dragons (as runes that work against dragons don't work on them) , so i don't think that rules that apply to normal dragons apply to them.

If I had to choose between Aveline and Cassandra...I would have to say Cassandra.

Just saying her full name scares the crap out of me.

Knight-Commander Meredith is pretty badass, even if you don't agree with her.

Not to mention that she is breathtakingly beautiful.

What if Flemeth is Andraste?

I've often wondered that myself!

The women of Thedas are generally badass.  You'd have to break it down in categories.

Demi-godesses:  Flemeth or Andraste

Warriors: Cassandra or Aveline

Rogues:  Sigrun, Leliana, Isabela, Sera

Mages: Clarel, Wynne, Morrigan, Merrill

Flemeth gets my vote as THE MOST badass female in Thedas (and she may BE Andraste)

(and she may BE Andraste)

She was born centuries after Andraste had already died.

She was born in the Tower Age.

Ah, but are we certain that she wasn't Mythal/Andraste who became Mythal/Andraste/Flemeth?

Even if that ridiculous notion was true it wouldn't be Flemeth.
