I see no compelling reason why BioWare should aim for this.
They should write arcs that are good. Not arcs that exist for the purpose of giving every character equal content.
Because these are games that pride themselves on having a wide variety likeable characters.
Its not a series that supposed to be based on say the Protagonist and one or two NPC's for the majority of character development.
She is my only one.
I don't think all characters need to have equal importance to the story. In many cases that would probably just end up requiring forcing and contriving ways to make squadmates important for the sake of it instead of it naturally fitting the story.
Every RPG has characters who are more important to the plot than others. Jaheira, Bastila, Dawn Star, Morrigan...Bioware has always put more spotlight on at least one (female) character. Yeah, Liara is "the one" in the Mass Effect series (or better, she is "the one" in LotSB/Mass Effect 3). I don't see that changing.
Except a lot of things revolving around Liara after ME1 are in fact forced and contrived. For example, she becomes the best information broker in the span of 2-3 years yet she has no past experience or training being an information broker what-so-ever.
I don't approve of the idea that BioWare should carefully mete out romance content minute by minute in order to achieve a time quota which may or may not exist according to the BSN public.
That said, I believe that the LiaraxShepard narrative is the greatest love story to grace non-fiction, so there's a chance I'm biased.

Is she ever described as being the best in the game? She's only been the shadow broker for a few months and would have been killed on Mars if not for the Normandy crew.
She was able to find the shadow broker in 2-3 years and becomes one of the best information brokers on Illum with no prior training or experience being an information broker, that practically speaks for itself.

Military squads requires a strong leader.
Ideally, a squad leader has a strong Moral character, leads by example and has a broad knowledge base. This is necessary because a squad leader has the greatest impact on their lives. Don't forget that a successful squad leader must have a strong sense of Duty, a personal trait called Initiative and take personal Responsibility for one's actions and their subortinates.
The Protagonist, as the Leader, is by necessity more important.
Squadmates too have a hierarchical importance to the Protagonist. For example: The member that you choose more often in any given mission is more important to you.
ME:A should have one or more characters more important than others. Primarily because these characters play a key role in the game. Could be due to happenstance, Combat specialty or the role played.
Bottom line, making everyone equal means a lack of spice in your meal.... a meh effect.
I'd rather have characters in similar position (LI, squadmate etc.) have similar amount of content. It doesn't nor should be timed or counted in words, but just somewhat similar amount. I guess I'm biased towards this option cause my favs usually aren't writer's pets nor get that much content.
What comes to Liara.. I like her, but the writer's pet does hinder her character a bit for me and make her bit mary sue as well. I mean she's great and all, but I found her becoming first highly successful information broker then shadowbrowker. It's similar as with Fiona in DAI (or already in Asunder), I found character progression somewhat unbeliavable. Could be just me though.

That has got to one of the most ridiculous things I've ever heard, information brokering and archeology have absolutely nothing in common. Being an information broker would require being one step ahead of the competition, dealing with cooperate espionage and keeping all contacts in cheek, none of that is involved with archeology.
Liara has no experience/traning being a information broker the only reason why she's good is because the writers wanted her to be relevant to the plot. It would've been a lot more believable if Bioware made a new character who is actually a professional information broker instead of using a past character who isn't even one to begin with.

I've said before, far as I'm aware, there are no colleges for information brokering. So it's pretty much a self thought discipline. Some people may be naturally talented at it. I'm willing to accept Liara's one of them. You and Mikey boy and many other haters are not. And I'm a-ok with that. But the fact that Liara is a successful information broker lends credence to her, not you.
I am fine with certain characters shining above the rest, I do however believe that in the case of Liara that the writers perhaps leaned upon her too much and overdid it. I think every squad member should have a moment in the spotlight that justifies their presence in the story. For example in DA:I - "Blackwall" at Adamant convincing Warden Soldiers to help the Inquisition, Cole & Cullen evacuating Haven, Cassandra in almost all of Act 1, Dorian saving you in Redcliffe, Varric and Hawke during the entire Adamant plot, Solas in the intro and temple of Mythal, etc...
Characters I felt were totally minimul in their actual involvement and use in the story were Iron Bull (no offence), Sera, Blackwall kinda, Vivienne (sits on her fancy perch and complains), etc... Giving each squadmate a bit of time to shine would help justify their to reason to actually be in the story. I felt DA:I's recruitment quests were a tad weak.

Doesn't she basically offset a lot of the workload onto Glyph? Also, from what I understood, she was less interested in a lot of the intrigue that the previous Broker dabbled in, and instead focused squarely on the war effort, so it was basically a lot of logistics on that end.
