I pulled my third purple hok last night. I'll give it to you if bioware will let you have it. Nothing in return.
This is one area where I feel so spoiled in ESO. My friends and I can openly trade with each other if we pick up something we don't want/need via RNG loot system, but we know our friend could use it/is looking for it. It's also really nice to be able to craft armor or weapons for friends and giving it to them, or enchanting something for them, etc.

I think it's commendation, commendation, different chest, commendation, different chest.
Next one we will play around with the chests some more to give more fun/unique rewards.
Banners/Titles/portraits sadly are not something we can do with server-side created challenges, which these are.

But of all the weapon amps, I could hardly ever get assault rifle ones to drop. And, naturally, assault rifle was what I used the most, so here I was slogging through Gold and Platinum with freaking Assault Rifle Rail Amp I's because asking for II's or III's was just too much for RNGesus.
I'm sensing a theme here, BioWare.

Why not make some unique items specifically for the event if your not going to give any hakkon weapons?
The other option we have is to just pick some of the top accessories and build a big chest of those and set them to only drop if you don't already have them.

Yeah, I had maxed almost all of my other uncommons (characters, weapons and mods) before I got Assault Rifle Extended Barrel I. So I did not use ARs very much for a long time.

Does the RNG get calculated when you are awarded the chest, or when you open the chest. What I mean is, if my loot score is 1999 on monday and the cutoff is 2000, If i open the chest on tuesday when my loot score is 2001, does that have any bearing on the loot I receive?

I saved up at least 10 commendation chests before the latest patch. When I opened them up I received loot from the updated tables. Dragon weapons and new level 24+ items were in the chests.
I know this doesn't really pertain to loot score. But I would guess its determined when you open the chest.
And for the record, I think the unique accessory chest (only what you don't have) is the best idea. That will award the Dragonracers of the world with the much coveted items that they need. Plus there are a few rings that I don't have that I could use.

Its when you open the chest.

My favorite idea as well. Maybe for the highest of loot score people you could do something similar to what was done with the dragon weapon chest. Just for those who are getting trolled hard for that last weapon. If you are going to do this though, should give us fair warning. Some of us could use the opportunity to salvage a low damage variant. I was pretty salty when the dragon chests gave everyone and their grandma a dragon maul and mine was still a measly 320 variant.

This is the only logical choice, in my opinion. For those who have most of the desirable gear currently available, all there is to aim for are the Hakkon weapons. As such, anything short of a guaranteed Hakkon weapon in the final chest out of the set will be virtually meaningless to the heavily geared players. For those with a low item score, reward them with a box full of epic loot appropriate for their level.I'd say hakkon (with loot score requirement).
Totally not because I only have 1 currently.
