I think their biggest issue isn't even doing an upgrade for either a discounted price or free, its the uproar that would come after from the other side of the fence. I've paid for this game three times as it is: One Inquisitor's Edition (Xbox One) and Two 'Deluxe' Editions (Xbox One and 360), the 360 version was because I had a friend who couldn't pay to upgrade and the second One copy was for my dad. I will not say that I'm well off, because I had to pre-order these at three different times and pay them off at different speeds (Inquisitor's Edition had to be paid off as a lump sum).
When I say the other side of the fence at the start of this I'm of course referring to the early adopters of the new gen and the sheer amount of rage a lot of them will have over "They get a second version for free? What do I get then," because you know that's what BW's really afraid of. Its not just the old gen they have to deal with if they give a free upgrade, its the large number of people that were over the fence at launch or hopped over before this announcement was even made as well that they would have to find incentive for. They wouldn't be trying to give something away for a quarter of the player base or half but all of it, and in that they would far too much for it to be cost effective.
I know that a lot of people I know wouldn't have been able to play with me saying this, but it may have been better to have just cut 360 and PS3 out from the jump. The issue with that is the last generation console owners would have felt betrayed there as well because they wouldn't have gotten this installment at all, on the plus side it would have allowed for a far better overall experience like the new gen got with The Descent so when they eventually made the change it would have been better for everyone. Bioware got trapped in a damned if ya do and damned if ya don't situation with this particular title because they either A.) released a safe/mediocre game to the masses and got hit now when they figured out they hit a wall with old technology's limitations or B.) Cut old gen entirely and keep people from playing the original game. I really wonder how much agency BW has even had in the decision to include next gen and the elimination of support this late in the game's life cycle.
In the case of this game as a whole, you either got screwed up front like next gen and the sheer amount of stuff (such as npcs that at least move more than three feet) removed to keep the game at a baseline for the four platforms plus pc that got it or you got screwed later like old gen where it still needs support now because there are a huge number of bugs that still occur (I've played to just after the Mage/Templar decision on the old gen and got lucky with only having three bugs on it) and they're not getting it. For new gen, we're finally getting at least small bits of that back with this latest DLC.
I heavily disagree that anyone on new-gen should feel like they were left out if the last-gen players are offered a free upgrade to next gen. What the next-genners need to remember is that we paid the same amount as them, possibly more, and that we are simply asking that we get the same experience that the next-genners are getting. We aren't asking to be catered to, we are demanding equal treatment, and if that is seen as a slap to next-genners, imagine how we feel being tossed aside with no warning.
