How to get it, without romancing her? When will it happen? I already recruited everyone and did the collector ship, and never had the option

You should talk to her always and be nice to her. Choose the left side conversation options and you talk flirtious a little bit, like asking a hug from her After having the dinner, you don't have to invite her to your quarters.
I'm not sure if you're late or not to get her to take care of your fish

yeah, i thought i always been nice to her....Maybe not flirteous, but nice. When am i supposed to get the option to invite her, though?

Just keep talking to her by avoiding the bottom right dialogue. She will eventually say she wishes she could spend more time to get to know you more and that's when Shepard can invite her for dinner.

I believe it happens after recruiting Thane. When you speak to her right after recruiting him, you'll get some dialogue about her thoughts on him (as you do with every recruited companion). She will mention something along the lines of "I don't know whether to find him scary or sexy." You then get an option to say something in return (top left dialogue option) and following this, you can ask her to come up and have dinner. After this, you will also get an option the next time you speak to her to have her feed your fish whilst you are away.

I didn't get that option with thane, and i didn't get any new dialogue option after that talk. Maybe it will happen after thane loyalty quest?

Thane doesn't have to be recruited to have dinner with Kelly

 

After Thane is recruited, talk with Kelly and depending on the dialogue chosen, Shepard will say she likes bad boys. Not sure what maleshep says

Yes, i had that one. But i did not have the option to invite her...and she NEVER proposed to feed the fishes

I've had a few playthroughs that I never got the option to invite her for dinner when talking nice to her. But then again in my playthroughs I don't recruit everyone unless its a specific playthrough

Well, i just got the dialogue in which she apologizes for being ''open''....MAYBE i am getting to it

It's been a while since I played ME 2. I know you have to be flirtacious and accept her pot shots by saying your deeply into her as well. I think the starting point is a key factor because I think she calls you shepard as opposed to commander if I remember right. Take the nickname route and this seems to fire up the relationship. As others say appreciate her advice and be mournful or emotional with your responses to her to win her over. She doesn't really like a super angry or aggressive shepard. At some point you should be able to invite her to your room for dinner which would lead to a moment where she was shocked to be up so late. Tell her you loved the good time and stuff. Further past this she should come clean about her thoughts about you over her position. Accept her truth and say it won't bug you at all. I think this gets you really intimite and she winds up dancing privately in your room.

 

Again it's been a while since I played ME 2. I need a refresher.

There are a number of things that will make it so she doesn't come up to your cabin to dance, even after flirting and having dinner:

1) On the Collector Base if you tell Dr. Chakwas that you are not here to rescue the crew, only stopping the Collectors matters, Kelly won't like that. She will say "it matters to me!" and then she won't dance for you.

2) If you have a romance scene just before going through the Omega 4 relay Kelly will not come up and dance for you since you already have a romance going.

3) If you rekindle your romance with Liara in LotSB before the suicide mission then Kelly will not dance for you.

4) I am not sure about the VS. Kelly will ask about the VS after the Horizon mission. If you had a romance with the VS in ME1 you have an opportunity to ask if she is jealous. It may be that you need to take that option rather than professing your continued feelings for the VS. I'm not sure on this one.

 

Regardless, if you have dinner with Kelly you will meet her again in ME3. Otherwise, she won't be there. And you can romance Kelly in ME3 regardless of whether she danced for you or not.

I think it's after the collector ship mission actually when you visit the collector ship and EDI has to hack the collector ships computers to help you get out of there. Because she mentions EDI in the dialogue

It is both, actually. Not sure what the conditions are for the Thane one to trigger versus the Collector Ship one, but they are both points at which a dinner invite is available.

As far as I know, the game thinks you have already had dinner.
Did she ask you if you want her to feed your fish?

Yes, she did, and they are currently being fed, as far as i noticed

I just thought I'd add to this for others wanting to get the their fish fed without flirting or the romance.

 

To get kelly to feed the fish you don't have to flirt with her. Just pick the positive comments about her work and attitude. The trust you implicitly, I always pick the middle option if a non romance friendship is wanted.

When Garrus is recruited be sure to select, I worry about him too and "I've been through a lot too" She will say,  we will have to set aside some time to talk. The next point is the collector ship. Shepard says  I'm standing right here where's my hug. If you are in a romance already she will laugh and say oh shepard, otherwise you will get a hug. (I do consider this hug just a simple friendship thing after the above non flirty options. My loyal to Kaidan Shepard got a hug.  Then she will talk about having dinner.

The next time you talk to her the dinner option will be there.

All these hoops to go through just to get my fish in me3. I'm pretty sure Anderson is to blame, he was probably the one who was going to throw the fish out and let the space hampster escape.

I think there's different flags for Kelly's friendship and romance. I didn't get Kelly's picture although I did get the fishes and the dialogue was different I think, she said it herself that she thinks Shepard as her close friend.
