I was reading recently, I can't recall the thread, that there is a requirement before hakkon weapons actually will drop as to prevent a new player from instantly out classing a player who has put many hours into the game.
I think it was something that you needed 300/800 items looted, or something like that?
Is there such a requirement? If so does that mean 300 different unique items, 300 items in general, or did that actually mean 300 prestige rating (the # in top right of screen in multiplayer) before it will drop?

Pretty sure it's 800 items looted, doesn't matter which item. That means a low level grey item is just as "good" as a high level purple when it comes to "looted item".
Other than that, all you'll really need is patience because those weapons aren't easy to get...

In theory I've spent 190k on 2k chests from the store which is 95 chests and 8 items per chest is 760 items, but would be nice to be able to "confirm" that I could be aiming for Hakkon weapons in five more chests (in theory, probably not correct).
Also looted items from treasure room chests and dragons but no idea how to check that number.

There's currently no way to check how many items you have. I know Luke said he was working on something, but couldn't promise anything.
As for what count as an item, it's everything that's not a potion that comes from a chest. That obviously includes the chests from the store, but also every single chest you open in the treasure rooms in-game. Pretty sure it also includes the items that drop when you kill a dragon.
Finally, in BETA (patch 8) we reached the top "loot bucket" after spending around 300K. I know this has been rearranged somehow lately, but I think the better "buckets" are only better drop rates, not necessarily access to items. I'm not sure that at 190K you have access to Hakkon weapons, but I'm pretty sure at 300K you would. Still, this is only a vague estimate as we don't have any hard numbers, at least I've not seen them yet.

2000g / 8 items = 250g per item
800 being the item gate before Hakkon weapons drop, that means:
800 * 250 = 200,000 gold spent.
This doesn't include items looted from treasure rooms.
My guess is at 190k you are above the threshold.

The principle is right, but you miscalculated twice in your answer.
First, it's not 8 items, it's 7.
Second, if the guy already spent 190K then it's relatively safe to assume a good part of his playtime was before the 2000 gold chest. So it would be 1200/5 (240G/item), not 2000/7 (286G/item) for the amount spent on "old" chests.
Now, taking into account the real price per item, items alone aren't sufficient in his particular case. If he spent all his gold on new chest he would be at 664 items (190K/286). If he spent all his gold on old chest he would be at 791 items (190K/240). Any mixed spending on old/new chest would be lower than 800 items.
At 190K gold spent, the only way you can have enough to drop those Hakkon weapons is if you also opened a lot of treasure rooms. It could be any number between 9 and 136 items gotten from treasure rooms. Technically, he should be ok because you average about 1000G per run on Perilous and at least 1 treasure room is bound to give you an item. With those numbers, you'd have about 190 runs and 190 items which should be sufficient to pass the 800 threshold.

They should lift the artificial gating since there are no two tiers of better weapons.
Let us newbies have a better chance of catching up
Edit: does that gating mechanic work for the blue quality dragon items? I've gotten a few of those that are really low level.
