Could be interesting.
For all its flaws as a game, I thought the helmets with a hood on hunters in Destiny looked pretty neat, just cut off the bloody cape that makes no sense at all.

Military-wise a hood doesn't make any sense. The protection offered is ZERO. Double ZERO.

Most fatigues have retractable hoods. They don't offer protection from bullets and frag, no but that isn't the point. They're good for bad weather, camoflauging usually exposed areas or attaching foliage to (such as to make a "ghille" suit), and concealing identity (useful for SOF units).
It's not like they're mutually exclusive with helmets either. Quarians are an in universe example of hoods and helmets being worn at the same time.

Well, I'm fairly sure most armies use hoods for their bad weather gear. I know the german one does, cause I had hoods on my rain and winter gear.

Yeah, it's not a future Edna Mode would approve of, but the warlocks are worse with their robes.

Even if that were the case (it isn't, though it might have been in the 90s), those aren't all Russians for one. Even certain US ACU's have them. In fact I'm pretty sure most combat fatigues designed for cold or rainy weather do, as does NBC gear (obviously).

To be fair, a hood probably isn't as effective at protecting you from bad weather as the helmet designed to be used in the vacuum of space and keep you from freezing to death instantly. Concealing identity would work better with a Mass Effect helmet as well since you can have a darkened visor and nobody can see your face at all.
but the hood looks cool enough, so I don't really have anything against it. It's not any less practical than going into battle with that headshot visor from ME2/3.
Or, you know, nothing on your head at all like all 3 games have let you do.

Well the Fury's outfit is pretty impractical overall.
That's a matter of opinion not fact. She had to be able to move and by the tradition in ME games as an Adept, would wear lightweight armor. I digress though.

Modern helmets are used to protect the head against external impact, but it will not stop any bullet.

I actually didn't say anything about it stopping bullets.
but it would probably do that better because space magic materials. They're not anything like modern helmets.

If its a hood that offers some for of functionality e.g. camouflage then I'd say Bioware should go for it.

With Bioware saying how much they want the armor customizable, I wouldn't be surprised if aesthetic choices like hoods would be an option.
After all, the N7 guy in the trailer has a scarf/bandanna on his armor.

User should simply be able to switch head gears, same as ME3: helmet, hoods, hats, crocodile head camo whatever. And same as ME3, weight(of weapons and armor) would affect power charge time.

Unfortunately, they will go with that route. I loved ME1, because I could customize my squads armor. In ME2 and ME3, they took that away and gave them catsuits and such , while we still wore armor...
ME2 yea, ME3 anyone who wasn't using a barrier had armor: Javik, Garrus, Miranda, James, Kaiden
