An honorable mention of previously known characters would be in place as a nod to ME1-3, but that's it.
I also agree it's time to start afresh, new people, new enemies, new part of the universe.
I believe in BioWare and I hope this time we will get characters so rich in hues, that even Mordin will look pale in comparison.
It's my guess, at any rate. It can't have been post-ME3, because the ending would be too variable and they'd have to account for it. And, they are wanting to leave Shepard and knowledge thereof out of the story.
Chances are that the Andromeda mission was sent out while Shepard was imprisoned. It's unlikely that it was sent out mid-ME3, when we hear from Garrus's father and sister.

I think a better course is to homogenize the endings rather than abandon them and the rest of the MEU. It's surprisingly easy to do, especially since we'll be in a different galaxy so most of the differences won't even show up.

Knowing that we'll contrive a way to Andromeda somehow, and that wormholes and/or cryo tubes could be involved, I'd say it's plausible that the Ark passengers could get to their destination within a lifetime. Whether we should use this to include someone involved in ME1-3 is another question.
If we get a brand new female turian companion, people will probably label her as 'Not-Garrus'. As his - seemingly different, based on what little we know - sister, Solana's character could actually build upon fan comparisons between our new turian companion and the last.

Bioware didn't say how far in the future ME:A will play, but there are many opportunities in a SiFi setting to explain unexpected camoeo appearances. However it would be odd and forced if too many individuals with connections to known Characters from ME1-3 will appear in ME:A.
I wouldn't mind a female turian companion but that would probably mean that there would not be a male turian companion/LI and that would not be okay. Garrus was my Sheps LI and I'd be extremely disappointed if ME:A came without a male turian LI. Turians are very popular, so hopefully BW will find a way to give us both.

I've always considered Turians to be Mankind's "older sibling race".
I'd rather any female Turian characters were new, and had no relation to Garrus.
1. she's a refugee that leave the turian homeworld late during the game.
2. She has a serious Health condition that's hard to fix and expensive to medicate.
3. None of which makes her a good pick for going to Another Galaxy with lacking infrastructure and resources.
It's Garrus' mom who's suffering from the condition. Not Solana.

I don't personally want any companions that are in any way connected to previous characters. It would feel like they are riding on the success of those characters that came before them, and wouldn't allow those characters to properly shine, sitting in their shadow. Give me a bunch of new and exciting characters, that aren't simply there to have us feel connected to those we grew to love.
