So there are these drapery things that are blocking the door way to Cullen's room so... I don't know what this is.

Well I can't recreate the bug now for whatever reason. I tried multiple items that could create the bug and could not on the second try. So I don't know if it fixed itself or not, but all three doors to Cullen's room were blocked off. I think it was a dlc item. I can't remember which item pack (as I have both) or Hakkon items.

Sounds like one of those momentary asset streaming issues that pop up once every blue moon. Glad to hear it sorted itself out for you!

The Jaws of Hakkon banners are so long that they block the entrances to Cullen's office.

You need to change the banners and then leave Skyhold and return.

As far as I know, the issue was never fixed. Don't use those banners if you care about talking to Cullen.

Oh, forgot about the Avaar Heraldry (not the banner), it does block the doors hanging down too far.
