Go to the war table to Aid Emprise Du Lion.

Is the war table the same as the war room?

I go there, and there's no options, no one to talk to.

War table is in the war room. And you don't generally talk to anyone there, you just pick the missions you want from the table. The Emprise mission should be available on the Orlais section of the table, near the right edge.
