So I have recruited everyone except Tali, & haven't released Grunt from the tank, but I am not getting the IFF mission to move the plot forward.
Are either Grunt or Tali compulsory, or is it just a matter of needing 8 squad members to get the IFF mission?

You need five missions post-Horizon.

Since Horizon I have recruited Samara & Thane, done 5 loyalty missions & saved the MSV Broken Arrow.
I've only got Miranda & Jacob's loyalty missions to go.

It is not unheard of for quests to glitch. You should have gotten IFF ages ago.

I did the last two loyalty missions & still nothing.
There was nothing left to do, so I released Grunt & immediately got the call from the elusive man.
So it seems you need 8 squad members, or one of either Grunt or Tali.

For the Reaper IFF mission to unlock, you need the following:

 - Minimum 8 squadmates. Loyalty does not matter.

 - 5 completed missions post Horizon. The missions must result in a Mission Complete screen. So N7 missions, recruitment missions, loyalty missions, Overload DLC (4 missions in total), Lair of the Shadow Broker (2 missions in total), Arrival DLC. Side missions on the Citadel, Omega, or Illium do not count towards the mission total since they do not have a Mission Complete screen.

If you did that and the Reaper IFF mission did not unlock, then it may have been a glitch. I have never heard of that happening.

The iff mission happens after the collector ship mission

Need 8 squadmates. Let Grunt out of the tank and that should get you the collector ship mission and then you will be able to do the iff mission

Yes, it was just needing the 8 squad mates.
I went back to a earlier save, before I recruited Thane.
Let Grunt out and got the IFF mission as soon as I recruited Thane.

Ah, so you don't have Kasumi or Zaeed. That explains a lot, it is quite difficult to have less than 8 squadmates if you have those two.

Why would you want to play without Tali?

Why would you want to play without Tali?

Because she and Ashley tend to drink all the liquor from Normandy's bar...

Because she's a space gypsy suit rat.

Miranda is the character for me.

Well, you do get Xen on the Dreadnought in the next game, and she's wonderful. You also get Raan  at the end of Rannoch

I've only done it once though, and I didn't even finish that playthrough. Got to Rannoch, let Raan blast the traitorous toaster away with a shotgun then gave up.

That's another thing that bothered me about ME2. In order to have everyone survive the suicide mission, the player is forced to recruit Tali because she gives the shield upgrade. I don't agree with the squadmates having to give the upgrades for the ship. Those should've been available after Horizon, collector ship and IFF missions.

Not having Tali in ME3 isn't a bad thing. The dialogue with Xen on the dreadnought I like

I liked that mechanic. It gives some of the squadmates additional unique purposes and justifications within their skillset for being recruited for the mission, making it seem like less of a one (wo)man show. The CBT is a result of Tali's research, so you have to recruit her if you want it or accept the consequences if you don't.

I just wish the squadmates that weren't Garrus, Jacob and Tali had upgrades that actually mattered a bit more, or if they had partitioned out different components of the 3 major upgrades to multiple squadmates.

Last time I took her, she wouldn't shut up unless I wasted a lot of resources on unnecessary shielding for the ship.
By not recruiting her I can afford more fish for my aquarium, and shout all my squad mates to the live Elcor performance of Hamlet when we return from the suicide mission (Thane is especially looking forward to it.)

Edit:
Well no one could have predicted what we would have to go through.
Looks like Joker will have to take Kelly & Dr Chakwas to the Shakespeare play.
At least I was able to save the collector base for TIM, hopefully he'll be able to destroy them reapers.
Tell Kelly she can have my fish.

Edit 2:
Ahh..Secondary question:
Who does TIM get to head up Project Lazarus II if Miranda is dead?
