We still have no idea what exactly is being built, who is involved and who is building it. Hell, Cerberus built a brand new Normandy without the Alliance's resources. Just a Scrooge McDuck vault of money that they just so happened to have. It's ridiculous to think that everything absolutely must go through them when the trilogy's showed us otherwise.
If the Alliance is involved, fine whatever. I'll more than likely still play the game. There's bigger worries to be had with the game than those bums. I'm just saying I'd rather they be left in the MW with Shepard and his/her ashes.

I prefer the theory that the ppl of the milky way find some kind of ancient one-way portal to andromeda. And all the representative of known races in the andromeda galaxy are some kind of pioneers and settlers which dared to use this portal. So there only way to communicate with the milky way are quantum entanglement based communications arrays. The involvement of the Alliance and other goverments are limited to willingness of this "settlers" to follow there instructions.

I wonder what Krogan, Salarian, and Asari involvement would be as well. I am sure same reasons as the Alliance but different motivations.

As far as we know/assume BW wants to cut all connections between the galaxies. Alliance inolvement is probably limited to equipping the expedition and trappings of the old system, the pioneers use, until they make something on their own.But well it´s possible that Bioware does "they kept everything of the Alliance and the headquarters is on Earth." Yeah actually it´s Earth 2 in Andromeda but everyone drops the 2.
