Charging Bull/War Cry or Challenge/Grappling Chain?

Assume all mentioned skills have been upgraded.
I started out with bowling into a mob with Charging Bull and knocking them down like pins, then following up with a stamina-free War Cry, gaining armor and more guard. That seemed pretty good. I've got Charging Bull on a mouse button, so it is easy to deactivate and not overshoot.
But then I noticed that a good portion of the 10 seconds of armor buff from War Cry would go wasted, because it takes time for the floored enemies to get up and fight. Not a problem if there are archers or whatever that weren't knocked down, of course, but if there aren't, kind of a waste?
So I switched to Challenge followed by Grappling Chain, and then if it isn't on cooldown, upgraded Mighty Blow. That finishes most enemies at that level. I like the flow and fun of that sequence of skills, but it's hard to repeat the sequence in the middle of battle, particularly if you've got a mob aggro'd all around or if the grapple fails.
I kind of want both War Cry and Challenge for the flexibility of adapting to battle conditions, but that's a lot of points in Vanguard for a level 6-9 character.

Personally I am not a huge fan of War Cry on the character unless it is the tank. As an "off tank" you can get away with Challenge to try and pull a unit off one of the mages or rogues if need be.
I like to get Charging Bull early as a 2H to help build guard, perform knockdowns and with Stamina. I know some threads say that warriors don't have problems with stamina, but that will depend a lot on the specific build, and also how much blocking against damaging targets you are doing (with block and slash for 2H), and how many active abilities you have.
In any case, I don't think there is anything wrong with getting both Charging Bull and Grappling Chain (upgraded), as that gives you two means to knock down enemies. More CC, and adds to damage via MB upgrade, or Coup de Grace. The alternative to CB in my mind is probably actually Combat Roll, since that helps with mobility and evasion. It can also be used in place of Block and Slash. It doesn't give you the knockdowns that CB or BnS do though.

If you're upgrading all of the spells, my suggestion would be Charging Bull into Mighty Blow (either a priority target like a mage or Terror, or the highest number of enemies you can hit with a single one), then reposition for the War Cry to control the battle until CB is available again. However, enemies that are focused on you are much more likely to block CB (lol) than ones aggro'd on your teammates.
This avoids the perceived inefficiency of taunting knocked down enemies while also taking advantage of MB's upgrade. MB costs 50 stamina to WC's 35, so it's a more cost-efficient choice for the free spell as well.

Interestingly enough I tend to think of grappling chain vs challenging shout. So I would never have both. If you get warcry, make sure you upgrade it for 200% armor. That's all I have to say.

I don't like Challenge. War Cry makes so much guard it's very strong even if you don't need the taunt, and really, even if you already have a tank warrior, you can always use another taunt early on, when your rogues and mages don't have all their defenses yet. Challenge has range, but so does chain. Challenge is really only good for stamina, but charging bull is better. You could run war cry AND challenge for an AI tank warrior if you wanted to pre-skyhold, but it probablygets bumped off the skillbar by specializations (unless iron bull is your tank).
So I would consider War Cry/Charging Bull, War Cry/Chain, or Charging Bull/Chain. The last one is the coolest and the best for defending your party (assuming you have a war cry tank already), but most likely to get you killed. I wouldn't do it unless I also had shield wall or block/slash.
