On the one hand it's head gear that increases damage. On the other hand it's, as far as I'm aware, uncraftable. You could just craft a head piece for other races that increases damage by about as much.

This is not true, at all. Attack % is a multiplier to base weapon damage, as are critical, flank damage, barrier damage, and basically all damage bonuses in the game except armor penetration and rune procs. Vitaar adds to weapon damage, and then gets multiplied by all your other bonuses. After checking the wiki, it looks like the best craftable staff in the base game does 71 damage, while DLC introduces schematics that do 77. If your Vitaar has 17 damage, that boosts 77 -> 94. That's +22% damage. This is better than +22% attack because it's an extra multiplier. If you have +40% attack already, then the vitaar is equivalent to another +30.8%.

That's with the best endgame craftable staff and the best vitaar that drops. Before you get your ultimate weapons and your tier 4 materials, vitaar is an even bigger deal. It's not as good for anyone else as it is for mages, but it's still quite strong with daggers or 1-handed axes.

For mages Qunari is the class to go, especially with the new DLC and the ridiculously strong new Vitaar. This Vitaar is so good, rogues should go Qunari too when you have the DLC.
