I am using Liliana, and have 3 points in mech and 33 points in cunning, I am absolutly serious that I can't open one single chest, is this some sort of bug? or what?

With a lockpicking ability of 63 you should be able to open most chests.
The hardest locks in the game only need 70.
When Leliana right clicks on the chest, does she say she can't open it, or nothing at all happens?

If your on PC, you can configure the lock bash mod to have her do it automatically, if she has the skill.

I believe the chest she can't open is 60XP difficulty. Three skill points plus 33 cunning can open up to 50XP chests. When her cunning reaches 40, she should be able to open that chest.
