Because either A. My game is bugged, B. Giving him the necklace isn't the trigger, or C. Iron Bull is cheating and off flirting with (and I would presume eventually banging) Dorian.

B. Giving him the necklace is not the trigger. You get the romance card after the "Safe Word" dialog (Where you chat about what safe word other companions might have, not the one where he tells you the safe word.).

Have you finished the Halamshiral Ball and/or Adamant Fortress party? If not, then do that. Otherwise, make sure you've maxed his approval and then try going through the Arbor Wilds quest line. If that doesn't cut it, something is very, very wrong in Skyhold.

I don't wana trigger wicked eyes and wicked hearts because I wana get that dance >( Already missed it with Cass.
I already boogied it down low with the grey wardens at adamant. I haven't talked to him recently. Is it triggered or prompted?
One would think it'd still lock out the dorian and iron bull thing >.>

If you slept with Bull (and he's calling you Kadan) you should still get the dance. Got the safe word talk after Wicked Eyes with Mytjan and he did dance with Bull at the Ball. 

The talk is triggered through: "Let's spend some time together" option in the main dialog wheel. 

If you haven't maxed out his approval already you could try doing so and see if the option appears, either by killing a dragon or killing Venatori in the Hissing Wastes/Western Approach. Also make sure you've gone through all his Investigate options, just to be safe.

Hmm...Considering him and cole aren't gaining approval anymore I'd say their both maxed. Now all I need to do is figure out why blackwall's quest isn't popping up. Maybe I should go grab some grey warden thingies.
So uh it's not there and I don't think he gained any approval from a dragon. Siigh.
