Me and three of my friends just got done doing a spin class and all had empty water bottles. We tried to get to the water fountain and this guy stood in front of it and kept talking to us.

No. Not as much as ME3 did, but not for any good reason (ending fiasco). Unless ME4 is somehow huge and sells like 15 million units, you can expect a slight growth but nothing substantial.
