If the shield boost evolution is taken and your shields are down, does using it reset the shield-gate?
I haven't really used the human soldiers much. Mostly because my 1st non-basic character was the 
Turian sentinel.
Also, i have had the combat drone not appear when I try to use it. I'm guessing a lag issue?

No, shieldgate doesn't come back. Same for Biotic Charge and so on.
The drone has always worked for me. Have you tried love?
It was on Cerby/Hydra/Gold off-host. Ihe drone was fine till about wave 6, it would go through the animation and cool-down but no drone would appear. I did it several times in a row and nothing. I waited a bit and then it was fine until wave 8 and it happened again, and then we wiped.
It was me as a human engineer and a TGI with a mantis.

Drone doesn't appear if it has nowhere to spawn, which happens sometimes.
AR 6A does not restore shield-gate but it does cancel any DoT effect, like Banshee's warp ball or swarmers. Given that, I would choose one of two ways to evolve AR every single time - either only 2 points, or all 6 with DR, Melee damage, Shield boost.
As Mgamerz said Drone has to have some place to spawn, but from what you're describing it was something else. Hydra can be quite glitchy sometimes, or there could be another bug - sometimes the power animations stop showing up, even though the powers continue to function (e.g. I cast Incinerate, my Engie lifts his hand as usual but there is no visible projectile, even though the target takes damage and is staggered, if that applies).
AFAIK, nothing resets shield gate. Maybe Ops Packs do, but I'm not even sure about that.
Usually, I take 4B, 5B, 6A in Adrenaline Rush. The two exceptions are:
1. For a fire explosion build on the BF3 Soldier, Rank 6B bonus power is pretty useful.
2. Hardening and Duration can be useful if you're using a sustained-fire gun (like the Typhoon), especially if you fire from hard cover. You can actually take quite a few hits with the DR when you're in hard cover. Doesn't do much when heavy hitters are firing at you, but it helps with shrugging off gunfire from mooks on Gold or below.

not only this, AR is extremely useful after hit by a warp ball
If you are able to give your Combat Drone the Adrenaline Rush ability, that is kind of impressive....
also, I didn't read the original post & just started typing.
While AR does not reset your shield gate, it also doesn't reset your shield gate. So if your shield gate is not yet ready when you AR, a hit that exceeds your shields will apply directly to your health. But if your shield gate is ready and your shields are still down, your shields will go back up AND you'll have a shield gate waiting to save you.
Only really applies when your shield recharge time exceeds your shield gate time, which I think happens on gold/plat if you don't have a shield recharge bonus, or when your recharge was delayed by a banshee/swarmer/atlas DOT.
combat drone : upper section, middle part (lz to control room) is quite glitchy for spawning any pet.
Combat Drone..then you activate Adrenaline Rush..does that mean twice as many rockets / chain lightning strikes?
